We are currently seeking a Project Controls Manager for a high-profile project in Queens.  This position provides management to interface with the Harold Management team, key stakeholders (LIRR, Amtrak, FRA, NYSDOT and  C&D) and maintains open communication throughout the organization, through program reporting.

 

Responsibilities

  • Management of reporting systems required by MTA C&D, FRA and NYSDOT
  • Liaison service with all agencies to effectively communicate program status
  • Management of MTA Grant monitoring and reporting systems
  • Management of project invoicing submissions to NYSDOT to ensure accurate tracking and matching of local funding as applicable
  • Reporting and analysis of program expenditures, burn rates and forecasts
  • Contingency management and reporting
  • Developing and maintenance of FRA monthly and quarterly monitoring reports
  • Coordination of responses to inquiries from MTA C&D and FRA
  • Tracking of critical Force Account resources
  • Development of contract performance evaluation critical and reporting
  • Track outage planning and coordination  
  • Management and reporting on program risks
  • Development of contract baseline schedules and reporting of project progress, milestones, critical issues, cost and performance indicators
  • Development and analysis of Integrated Program schedule and critical paths
  • Management and reconciliation of periodic reporting that integrates project data and reconciles databases
  • Update Project Management procedures and Contract Packaging Plans
  • Management of Harold PMC contract sub-agreements
  • Maintain integrity of information in project and MTA C&D databases assuring cohesion and uniformity in budget and financial reporting
  • Analysis of Invoicing data and Program Forecasting
  • Manage special projects such as analysis of project soft costs
  • Management and reporting of MTA C&D established DBE goals
  • Analysis of cost and time impacts associated with change orders

Qualifications

  • Strong PC skills with working knowledge of Primavera (P6), MS Project, Power Point Word and Excel software
  • BS Degree in Engineering and/or Construction Management, MS preferred
  • Minimum of 15 years of project controls experience in railroad/transit/operations with strong supervisory skills and extensive experience managing project control functions on large capital construction programs
  • Strong contract management skills
  • Valid driver's license, OSHA Certification, LIRR Roadway Worker Projection and Amtrak Safety Training
  • PE License preferred

- We offer a competitive salary commensurate with experience, a comprehensive benefits package and a positive work environment. 

- Compensation: Minimum: $175,000; Maximum: $220,000 - commensurate with experience.
