Recently, Global Infrastructure Solutions Inc. (GISI), the parent company of The LiRo Group and Hill International, Inc. consolidated a portion of the highly experienced staff of both LiRo and Hill in the Northeast to create a larger, more efficient, and cost-effective team to serve clients.  LiRo-Hill is a 1100-person firm with offices in NYC, Long Island, Buffalo, Rochester, Boston and Metro Park, NJ.

Responsibilities

Project Overview:

The Second Avenue Subway Phase 2 Project is a major infrastructure undertaking to extend the Q Line service in Manhattan. The project will be delivered through multiple, overlapping design and construction contracts. The Project Management Consultant (PMC) will be a vital part of an integrated Project Management Team (PMT) responsible for administering, managing, and ensuring the successful completion of the project safely, on schedule, and within budget.

 

Position Summary:

This opportunity entails being responsible for leading budget/cost management duties. Successful candidate will have specialized cost analysis experience and ability to perform all cost functions. Prepares and maintains client budgets for projects/programs. Manages the vetting and recording of costs for projects. Reviews and analyzes project invoices. Monitors cost history to develop trends and forecast cost at completion. Establishes and tracks contingency funds.

 

Key Responsibilities:

The qualified candidate will be expected to perform, at a minimum, the following duties:
• Review, analyze, and process invoices and payment applications. Operate budget/cost system, including documenting and tracking changes to budget, commitments, and expenditures
• Manage program and project-level budgeting implementation, including tracking of contingency distributions.
• Support client by preparing and managing client budget, costs, forecasts, and contingencies. Support the management of all external costs for a project.
• Support the development of cost breakdown structure and chart of accounts for project.
• Assist in establishing processes and procedures related to project cost management. Enable setup and initial loading of baseline budget into budget management system. Track or oversee tracking of all budget, commitment, and expenditure transactions.
• Identify and track potential cost issues/overruns and investigates anomalies in budgets and actual expenditures.
• Generate cash flow forecasts in alignment with project schedules.
• Track multiple funding source distribution and drawdown. Generate or direct
generation of standard and ad hoc reports including budget reports, forecast-at- completion estimates, and other reports as requested.
• Support change order process, including recording estimate-at-completion (EAC)
impacts of potential or requested change orders. Track project EAC by recording all potential changes to cost accounts, including change orders, trends, and deviations.
• Performs other duties as assigned.

Qualifications

• Experience in leading budget/cost management for large scale infrastructure or transit construction projects.
• Associate's degree in Construction Management or Accounting and 6 years relevant experience, or
• In lieu of education, 8 years of relevant experience

 

Preferred Qualifications:

• AACE Certified Cost Professional (CCP) or equivalent

  • Compensation:  $65.00 hr. Min - $75.000 hr. Max
  • The range provided is the salary that the Firm in good faith believes at the time of this posting is willing to pay for the advertised position. 

Exact compensation will be determined on the individual candidates’ qualifications and location
