Recently, Global Infrastructure Solutions Inc. (GISI), the parent company of The LiRo Group and Hill International, Inc. consolidated a portion of the highly experienced staff of both LiRo and Hill in the Northeast to create a larger, more efficient, and cost-effective team to serve clients. LiRo-Hill is a 1100-person firm with offices in NYC, Long Island, Buffalo, Rochester, Boston and Metro Park, NJ.
Project Overview:
The Second Avenue Subway Phase 2 Project is a major infrastructure undertaking to extend the Q Line service in Manhattan. The project will be delivered through multiple, overlapping design and construction contracts. The Project Management Consultant (PMC) will be a vital part of an integrated Project Management Team (PMT) responsible for administering, managing, and ensuring the successful completion of the project safely, on schedule, and within budget.
Position Summary:
The Project Engineer provides critical technical support and coordination to ensure that the design and construction activities of the project are executed in full compliance with contract specifications and quality standards. This role acts as a key technical interface, responsible for managing the flow of engineering documentation, reviewing technical submittals, and facilitating the resolution of engineering issues between the design teams, construction contractors, and the MTA.
Key Responsibilities:
• Technical Document Management and Review:
• Manage, review, and evaluate design documents for compliance with project requirements and design criteria.
• Manage, coordinate, and administer the delivery and review of shop drawings and submittals as required by the Contracts.
• Maintain at the Project Office record copies of all contracts, Drawings, Addenda, Change Orders, and approved Shop Drawings, keeping them current to record changes made during design and construction.
• Coordinate and prepare responses to requests for information (RFIs).
• Coordination and Issue Resolution:
• Provide design interface management across all contracts.
• Participate in and support dispute avoidance and resolution.
• Evaluate technical aspects of changes and claims and support the claims resolution process.
• Manage an Issues Resolution Process and develop mitigation strategies to resolve project issues at the lowest level possible.
• Participate in discipline task force meetings and over-the-shoulder reviews with Design Builders and the General Engineering Consultant (GEC).
• Compliance and Reporting:
• Prepare and distribute project status reports regarding the progress, status, and quality of the project work, including recommendations on design and construction issues.
• Monitor the issuance and review of final design drawings, shop drawings, product data, and other submittals.
• Bachelor’s degree in engineering (Civil, Mechanical, Electrical, or a related discipline).
• 3-7 years of progressive experience in an engineering role on large-scale infrastructure or transit projects.
• Experience with technical document review (drawings, specifications, submittals) and RFI processes.

• Strong communication and problem-solving skills.
Preferred Qualifications:
• Professional Engineer (PE) license or Engineer-in-Training (EIT) certification
