Our client, NYS Office of General Services (OGS), is looking for an experienced leader in Environmental Permitting. The Sr. Project Manager Environmental Permitting will review all projects for permitting, propose strategies, determine SEQR classification, oversee consultant preparation, and supervise junior staff in order to streamline and minimize regulatory project schedule impacts. Responsibilities

Environmental Permit Senior Project Manager for NYS Office of General Services (OSG)

  • Review all OSG Design & Construction projects for for required permits, determine SEQR classification and procedural next steps.
  • Propose strategies to project team which streamline and minimize regulatory project schedule impacts. Discuss project changes which could help avoid impacts and reduce regulatory coordination.
  • Prepare, track, and coordinate environmental permit requirements including US Army Corp of Engineer and Department of Environmental Conservation permits and timelines in relation to project needs.
  • Screen potential projects for environmental issues that will require regulatory coordination and processing of permits.
  • Perform SEQR Short and Long Environmental Assessment, prepare or oversee preparation of Environmental Impact Statements (EISs).
  • Identify and oversee consultant preparation of required associated studies.
  • Perform substantive quality review of consultant deliverables for environmental aspects of State projects, including Endangered Species, Ecology, Energy, Air/Noise, Visual, Historic Resources and Environmental Justice.
  • Supervise junior staff providing guidance, oversight, and quality assurance on technical and regulatory deliverables.
  • Participate in project meetings with department staff, consultants, and environmental regulatory and advisory agencies and assist with preparation of written communication/notices.
  • Work closely with the US Fish and Wildlife Service, US Army Corps of Engineers, NYS Department of Environmental Conservation, NYS Department of State, and NYS Office of General Services regarding permit applications with which they are also involved.

Qualifications

  • Candidate must have a degree from an accredited college in Environmental Science or Planning, Architecture, Engineering, Construction Management, Landscape Architecture or related program.
  • Minimum of eight (8) years of experience in SEQR or Army Corp Permitting, a master’s degree may substitute for 2 years of experience.
  • Experience conducting the SEQR process, preparing SEQR documents, preparing applications for NYS and USACE environmental permits.
  • Experience with and ability to successfully communicate with technical staff, executive team, client team and regulatory authorities.
  • Ability to manage multiple projects concurrently using established controls and procedures.
  • Familiarity with wetland delineations and associated permitting preferred
  • New York State environmental permit experience is essential!

  • Compensation:  Min: $90,000/yr  - Max: $120,000
  • The range provided is the salary that the firm in good faith believes at the time of this posting is willing to pay for the advertised position. Exact compensation will be determined on the individual candidates’ qualifications and location
