We are looking for a Sr. Environmental Permit Project Manager based in Albany, NY.

Recently, Global Infrastructure Solutions Inc. (GISI), the parent company of The LiRo Group and Hill International, Inc. consolidated a portion of the highly experienced staff of both LiRo and Hill in the Northeast to create a larger, more efficient, and cost-effective team to serve clients.  LiRo-Hill is a 1100-person firm with offices in NYC, Long Island, Buffalo, Rochester, Boston and Metro Park, NJ.

Our client for this role is the NYS Office of General Services (OGS)

1. Complete environmental permitting for multiple projects varying in complexity from a SEQR short form to Joint Applications with multiple regulatory agency approvals.
2. Track and coordinate permit timelines to meet project needs and provide administrative support for all phases.
3. Oversee upcoming and future projects where environmental review or compliance with regulatory or environmental regulations will require processing of permits
4. Coordinate environmental impact assessments such as SEQRA.
5. Conduct all environmental procedural requirements for advancing and expediting environmental studies/analyses associated with Environmental Impact Statements (EISs), Environmental Assessments (EAs), and other documents associated with projects.
6. Manage consultant deliverables for environmental aspects of State projects, including Endangered Species, Ecology, Energy, air/Noise, Visual and Environmental Justice.
7. Participate in project meetings with department staff, consultants, and environmental regulatory and advisory agencies and assist with preparation of written communication/notices. Work closely with the US Fish and Wildlife Service, US Army Corps of Engineers, NYS Department of State, and NYS Office of General Services regarding permit applications with which they are also involved.
8. Represent the Design and Construction on environmental matters when interacting with federal and state environmental regulatory agencies and groups.
9. Assist with the preparation of environmental permit applications and other approvals.

1. 1. Work experience "having a substantial relationship to environmental analysis" meaning that at least 50% of the time is spent preparing and/or reviewing NYS SEQR environmental impact statements; providing consultation on NYS and federal environmental impact laws, rules and regulations; or conducting office evaluations and field investigations in conjunction with such multi-disciplinary environmental regulatory programs as water quality, wetlands, air quality, solid and hazardous waste management, and mining.
   2. Strong communication, interpersonal and leadership skills with the ability to manage a portfolio of multiple projects.
   3. Strong workload and information organizational skills
   4. Ability to manage various projects using established controls and procedures.
   5. Candidate must have a degree from an accredited college in Environmental Science or Planning, Architecture, Engineering, Landscape Architecture, or related program.
   6. Experience coordinating with designers and NYS and federal regulatory agencies.
   7. Minimum of eight (8) years of experience in NYS SEQR and Army Corp Permitting, a master’s degree may substitute for 2 years of experience.
   8. Work experience in NYS within the past 2 years and fluent with current NYS environmental regulations, experience with acquiring permits for NYS agencies preferred.

Compensation range:  Min: $120,000/yr  - Max: $150,000/yr 

The range provided is the salary that the firm in good faith believes at the time of this posting is willing to pay for the advertised position. Exact compensation will be determined on the individual candidates’ qualifications and location
